To fulfill its oversight and advisory roles, the Marine Mammal Commission regularly writes letters to federal agencies and others regarding marine mammal conservation programs. The Commission comments on proposed regulations, agency research programs, and permits to take marine mammals. The Commission identifies areas where it believes agencies should take additional steps to conserve and manage marine mammals.
